HEALTH INSURANCE OPT-OUT PLAN Sara Dickinson and Mike Johns of Cottingham / Butler gave a presentation on options for employees to opt out of the county’s insurance program. Benefit paid would require proof of other coverage. This will be discussed again. DUBUQUE COUNTY SUBSIDY PROGRAM Each year, the Board of Supervisors allocates funds to many nonprofit organizations in the county. Auditor Dragotto learned during training with the State Auditor that such allowances are no longer allowed from May 2020, in their current form. DUBUQUE COUNTY EMERGENCY LOANS PROGRAM After COVID started, the county contracted with the ECIA to administer a business loan program to help them get through the period of lower income. Several of these companies failed to reimburse the county. The ECIA was looking for advice from the county on what to do next. EB LYONS AGREEMENT The town of Dubuque owns the EB Lyon interpretation center located in Mines d’Espagne. The four partners consisting of the City of Dubuque, Iowa State DNR, Friends of Mines Spain, and Dubuque County Conservation seek to adopt a 28E partnership plan outlining the responsibilities of each partner. THE PRESIDENT OF THE 911 SERVICE BOARD AND THE SHERIFF TO DISCUSS THE PURCHASE OF RADIO TOWERS The county has a lease with RACOM for radio communications towers throughout the county. The lease includes a purchase option with deduction of lease payments. The 911 Service Board is considering exercising this option. UPDATE BOARDS AND COMMISSIONS At this point, supervisors updated themselves on the activities of the boards and commissions they serve.
